- Must have the technical expertise in the substantive work of the Division pertaining to development, administration and maintenance of management information system;
- Skilled on the software and hardware applications;
- Proficient in the accomplishment of designs, and the development and maintenance of logical structures of all database elements of major application system;
- Knowledgeable on customization, installation and maintenance of all operating systems and systems software of computer facilities of the Commission;
- Can conduct monitoring of system performance, analysis of trends and deviations;
- Can assist in the implementation of a continuing training program on the use and maintenance of management information system;
- Can prepare programs and guidelines on the acquisition and maintenance of computer hardware and the corresponding development and maintenance of computer software; and
- Must have an excellent written and oral communication skills.
